KeenData at the 9th Digital China Summit: China-ASEAN Digital Transformation Cooperation Sub-Forum

On April 28, the “China-ASEAN Digital Transformation Cooperation Sub-Forum” was held in Fuzhou. As a core cross-border cooperation segment of the 9th Digital China Summit, the sub-forum was hosted by the National Data Administration and organized by the International Cooperation Center of the National Development and Reform Commission, bringing together representatives from government, business, academia, and international organizations of China and ASEAN countries. The purpose was to strengthen digital economy cooperation with ASEAN and build a platform for exchange and collaboration. Zhao Zenglian, Vice Governor of Fujian Provincial People’s Government, and Song Xianrong, Deputy Director of the Data Resources Department of the National Data Administration (Lead of the International Data Governance Cooperation Division Preparatory Group), delivered opening remarks.

Under the theme “China-ASEAN Digital Cooperation – Jointly Expanding a New Future for Digital Development,” Yu Yang, Chairman of KeenData, was invited to join the roundtable dialogue on “Data Element Development and Application”. Together with guests from organizations such as China-ASEAN Information Harbor, Daily Interactive, and Sangfor Technologies, he shared highly insightful “China experience” based on KeenData’s deep cultivation and international practice in the field of AI data infrastructure.

Scenario is King: Making AI Data Truly Alive at the Frontline

During the roundtable, “how to leap from circulation to utilization of data elements” became the central focus.

In Yu Yang’s view, the ultimate value of data as a production factor must be realized through concrete scenarios. These scenarios do not exist only in laboratories or policy documents, but in the third sector, grassroots, front-line operations, and end-user applications. Yet scenarios alone are far from enough – the raw data from those scenarios must be processed, refined, and efficiently called by agents, which requires strong production tools. Only by deeply integrating the data production factor with the full-stack AI engineering system can true value explosion be achieved. Therefore, KeenData has not stopped at simple AI product development; instead, it stands firmly at the strategic height of an AI data infrastructure software leader, committed to reshaping the underlying logic of the intelligent economy.

Infrastructure Reconstructed: Making AI Infrastructure a Universal Capability

Yu Yang has a clear judgment on the competitive landscape of artificial intelligence: the first half of AI is about competing on general computing power and algorithms; the second half will be decided by unique data and scenario value. As AI enters a phase of deep industrial implementation, the proprietary data accumulated by each enterprise and each country becomes the true barrier to intelligent applications. 2026 has been designated the “Year of Data Element Value Release”; the state is vigorously promoting high-quality dataset construction and the implementation of trusted data spaces. KeenData is deeply involved in the pilot programs of the National Data Administration, having built a 1.2PB data foundation for a major energy SOE and helped create high-quality datasets.These real-life cases witness China’s solid step from a “big data nation” to a “strong data nation.”
