KeenData Selected as One of the First National Trusted Data Space Pilot Units

At the “Data Standardization” thematic event of the 2025 China International Big Data Industry Expo, the National Data Bureau, together with the National Data Standards Committee, announced the first group of pilot units for the verification of standards and technical documents in the field of trusted data spaces. KeenData was successfully selected. Prior to this, the company had already passed the trusted data space evaluation conducted by the China Academy of Information and Communications Technology.

This selection signifies that KeenData’s product capabilities and practical achievements in trusted data circulation and compliant governance have received recognition from both national authorities and leading industry institutions.

Three Key Highlights

  • National-level endorsement: Selected as one of the first 48 exemplary pilot units, covering key industries such as manufacturing, finance and healthcare.
  • Product readiness: Launch of Keen TDS and KeenData Lakehouse, covering the full chain of “build–serve–govern–operate” and directly enabling trusted data circulation scenarios.
  • Practical validation: Implemented across multiple government and central SOE projects, forming cross-entity and cross-system trusted collaboration capabilities and reusable methodologies.

KeenData Selected as a National Trusted Data Space Pilot Unit

This trusted data space pilot program is a key national initiative to implement the Guidelines for National Data Infrastructure Development and the Trusted Data Space Development Action Plan (2024–2028). Its goal is to build a secure, reliable and efficiently coordinated data-factor circulation system and strengthen the technical foundation for the development of a unified national data-factor market.

The selection process involved multiple rounds of rigorous evaluation, including formal review, technical verification and expert report assessment. Ultimately, 48 exemplary pilot units were chosen from a large pool of applicants nationwide, covering major sectors such as industrial manufacturing, financial services, technological innovation and healthcare.

As an enterprise-level leader in Data and AI technologies, KeenData has been selected as one of the first national trusted data space pilot units, supported by its proven products, technologies and extensive practical experience in the big data and artificial intelligence domains. As early as the end of 2024, KeenData took the lead in launching its trusted data space product, Keen TDS, together with a complete solution. With a strong focus on technological innovation and deep commitment to data infrastructure, the company has grown into a core pillar enterprise within the industry. Following the development guidelines issued by the National Data Bureau, KeenData has actively advanced key technology routes including data spaces, data components, data networks, privacy computing, blockchain and data environments, building a trusted data circulation system that covers the entire data lifecycle, enabling secure co-creation of data resources and empowering high-quality development of the real economy.

Why KeenData: Product Ready + Method Ready + Scenario Ready

Guided by national policies and industry trends, and following the overall framework of “build, serve, govern and operate”, KeenData leverages the KeenData Lakehouse platform as its foundational carrier. The platform enables participation from data providers, data users and data development service partners, and promotes multi-source data integration and utilization under the premise of safeguarding data rights for all parties. By improving the efficiency of both data supply and data usage, the platform supports bilateral and multilateral collaboration among participants, facilitates trusted circulation and compliant sharing of data elements and accelerates the release of data value.

“Build”: Define clear objectives and technical pathways, and construct the foundational platform based on KeenData Lakehouse to integrate large-scale, multi-source data. “Serve”: Provide one-stop data services, establish business models and collaboration mechanisms and improve the efficiency of both data supply and data usage. “Govern”: Establish unified standards and regulatory frameworks, ensure data security and compliance and clarify responsibilities, rights and data entitlements for all parties. “Operate”: Enable participation from multiple stakeholders, facilitate data supply–demand matching and trusted data circulation and drive the release of data-element value.

Typical Implementation Scenarios

In real-world applications, KeenData has built trusted data spaces across central SOEs, governments, energy, manufacturing, finance and retail industries, establishing a full-process assurance framework for data-element circulation. The platform ensures secure, trusted and controllable data operations through lifecycle-wide compliance supervision. With standardized interfaces, it breaks down data silos and supports seamless cross-entity and cross-system collaboration.

The platform builds a multi-party data value–creation system, enabling collaborative value generation in a secure and trusted environment. It also establishes a transparent operational logging system, ensuring that data usage is fully traceable and rights allocation is auditable. Through a multi-layer encryption and protection framework, the platform enables “usable but not visible” data access, safeguarding privacy while ensuring availability.

In a Digital Government 2.0 project for another municipality, a trusted data space was built on KeenData’s integrated Data and AI platform, which provided a new generation of smart-city big data infrastructure and trusted data environments. This enabled comprehensive digital, intelligent and refined management and services across government, public livelihood and industrial domains, while ensuring that data resources were deeply explored and quickly applied. The project established the first centralized data-infrastructure support platform on the government side and explored effective mechanisms for providing public-sector data to enterprises.

In a data-intelligence infrastructure project for a major central state-owned enterprise, the unified data center and governance framework were built on KeenData’s integrated Data and AI platform, which enabled efficient storage and computation for newly generated big data. By further aligning with business scenarios, the platform provided hundreds of service capabilities for planning, engineering decision-making and integrated engineering platforms. With AI which drives the management and sharing of all business and research data, the project accelerated the transformation of data into digital resources and assets, which enhanced operational efficiency and achieved integrated operations across the business chain. This serves as an important milestone which marks the group’s transition into a new stage of highly coordinated intelligent operations.

“The core of a trusted data space lies in using standardized and engineered capabilities to ensure that data can be used efficiently, allocated fairly and transformed into real value under conditions of security and controllability.” — Yu Yang, Founder & General Manager of KeenData

A “Trusted Engine” for Data-Factor Marketization

As the core infrastructure for the market-based allocation of data elements, the trusted data space leverages the intelligent foundation of the KeenData Lakehouse to build a secure and compliant data circulation ecosystem. By applying technologies such as blockchain and privacy-preserving computation, it enables cross-entity data integration and analysis while safeguarding data sovereignty and privacy. This supports multidimensional data value exploration and joint model training, and it establishes a value-redistribution mechanism that drives the transformation of data resources into tradable data assets.

Through trusted data space development, KeenData provides the foundational engine that activates and releases the value of data elements, strengthening the digital infrastructure for smart governance, industry upgrading and public services.
